Lawmakers have passed the outline of a bill to attract qualified human resources from outside Macao in order to promote economic diversification and improve local businesses’ competitiveness.
The bill proposes three categories of qualified human resources – internationally recognised top-quality personnel, highly qualified personnel and senior professionals.
The bill proposes to attract and retain the three categories of qualified human resources via an employee recruitment programme, and the qualified human resources will be able to apply for residency permits in Macao and receive tax benefits.
Among the three types of qualified human resources, according to Secretary for Social Affairs and Culture Elsie Ao Ieong U, top quality staff refers to personnel with special talents or technical abilities who have gained international recognition as outstanding achievers or have made significant contributions in their specific field.
